Zmiana procedur i planów może być efektem międzynarodowych ćwiczeń obronnych ANAKONDA-18, których dwa pozamilitarne elementy związane z ewakuacją ludności przećwiczono w Podlaskiem. Wojewoda podlaski Bohdan Paszkowski w poniedziałek podsumował efekty ćwiczenia, w którym w naszym regionie uczestniczyło ok. 600 osób z 15 instytucji.
W ramach ANAKONDY-18 w Podlaskiem odbyły się dwa pozamilitarne epizody. Pierwszy 8-9 listopada oraz drugi 15 listopada. Uczestnicy ćwiczyli ewakuację Urzędu Gminy w Gródku, w którym upozorowano podłożenie ładunku wybuchowego oraz ewakuację ludności cywilnej z wykorzystaniem kolei z Gródka do Śniadowa i dalej autobusami do Łomży.
- To było duże ćwiczenie. W naszym województwie te epizody miały dość istotne znaczenie. Dzięki temu ćwiczeniu nabyliśmy dodatkowych umiejętności, doświadczenia w zakresie współdziałania różnego rodzaju służb, instytucji, również przećwiczyliśmy różne elementy z użyciem sprzętu – mówił wojewoda podlaski Bohdan Paszkowski.
Do połowy grudnia poszczególne służby i formacje przedstawią wnioski i uwagi z ćwiczeń. Na ich podstawie Podlaski Urząd Wojewódzki w Białymstoku wypracuje merytoryczne rekomendacje, których efektem może być zmiana procedur i planów.
Szef Wojewódzkiego Sztabu Wojskowego w Białymstoku płk Zbigniew Redziak zaznaczył, że epizod dotyczący ewakuacji ludności w takim wymiarze nie był ćwiczony „od kilkunastu albo nawet kilkudziesięciu lat”. Podkreślił, że ćwiczenia ANAKONDA służą podnoszeniu bezpieczeństwa państwa, a w skali lokalnej także większemu poczuciu bezpieczeństwa mieszkańców regionu.
Samorządowcy – wójt gminy Gródek Wiesław Kulesza i wójt Śniadowa Rafał Pstrągowski – dziękując za możliwość udziału w ćwiczeniach podkreślali ich praktyczny wymiar.
Podsumowanie praktycznej części ćwiczenia obronnego ANAKONDA-18 w Podlaskiem
ANAKONDA to największe, odbywające się co dwa lata, ćwiczenie polskich sił zbrojnych. Tegoroczna edycja jest szczególna. Wzięło w niej udział 17,5 tys. żołnierzy. Wojska, dowódcy i sztabowcy ćwiczyli w nowych miejscach, a manewry zbiegały się z obchodami setnej rocznicy odzyskania niepodległości. W manewrach, oprócz polskich żołnierzy, szkolili się mundurowi z dziewięciu państw członkowskich oraz struktur dowodzenia i sił NATO.
W ćwiczeniu ANAKONDA-18 udział brały nie tylko jednostki wojskowe, ćwiczą też m.in. służby mundurowe oraz instytucje sektora pozamilitarnego na terenie sześciu województw: kujawsko – pomorskiego, lubelskiego, mazowieckiego, pomorskiego, warmiński-mazurskiego i podlaskiego.
8–16 listopada odbywała się część praktyczna ćwiczenia ANAKONADA-18. Na terenie województwa podlaskiego zrealizowano dwa epizody praktyczne.
W trakcie epizodu I sprawdzono współdziałanie Podlaskiego Oddziału Straży Granicznej z żołnierzami 1 Podlaskiej Brygady Wojsk Obrony Terytorialnej, przydzielonych do wzmocnienia ochrony graniczy państwowej nie terenie województwa. W ramach tego epizodu przećwiczono działania funkcjonariuszy straży granicznej i żołnierzy w sytuacji naruszenia graniczy przez grupy dywersyjne oraz próby działań dywersyjnych na terenie gminy Gródek. Ponadto sprawdzono działania policji w sytuacji przeprowadzenia aktu terrorystycznego – podłożenia ładunku wybuchowego w obiekcie administracji samorządowej – Urzędzie Gminy w Gródku.
W trakcie epizodu II przeprowadzono symulowaną ewakuację ludności z obszaru działań Sił Zbrojnych RP, do innej części województwa. Ewakuowaną ludność pozorowali uczniowie klas mundurowych Akademickiego Liceum Ogólnokształcącego w Łomży, którzy zostali przewiezieni busami z m. Gródek do stacji Waliły, następnie pociągiem PLK do stacji w Śniadowie, a stamtąd autobusami do Łomży.
